摘　　要：我国高等教育评估工作长期由政府掌控,在此状态下经历评估兴起时期、制度化发展时期与多元化发展时期等三个阶段,经过一系列调整,目前正处于转型化发展时期。政府过于控制高等教育评估活动,导致政府失灵现象的出现,其主要表现为:评估职能的错位,导致评估内容与形式的不合理;评估主体的过于单一,导致评估效率低下;评估信息掌控能力下降,导致评估专业性欠缺;评估权限的控制性强,导致评估有失公正性。政府需要转变职能,以引导为主,实现服务价值,组织建立高等教育评估中介组织,加强评估信息的公开性,努力形成高等教育评估质量保障机制。Our assessment of the long- term control of higher education by the government,in this state has experienced the rise of the assessment period,the institutionalization of the three stages of development and diversification during the period,experienced a series of adjustments,is currently in a transitional period of development. Government control over higher education assessment activities,leading to the emergence of the phenomenon of government failure,it mainly as follows： dislocation of the evaluation function,leading to evaluate the content and form of the irrational; assessment body over a single,leading to low efficiency assessment; reduced ability to evaluate information control,resulting in a lack of professional assessment; controlling authority to assess strength,resulting in unfair assessments sex. Government needs to change its functions to guide the main value realization services,organizations of higher education evaluation intermediary organizations,strengthen openness assessment information,efforts to form a protection mechanism to assess the quality of higher education.
