建立学业达标检测题库的建议

摘　　要：中考、高考是不得不实行的生源选拔性考试,否则高中、高校如何招生?毕业生如何选拔和分流?中考、高考指挥棒造成的令师生不堪重负的应试教育的弊端尚未找到完全克服的办法,但是我们可以将应试教育限制在初三、高三年级的中考或高考学科,及初三或高三当年所学课程范围内,而在其他年级和非中考、高考学科实行学业达标检测。实行学业达标检测首先需制定公开的学业达标检测标准,其"基础设施"是公开的学业达标检测题题库。It is necessary to carry out the examinations for entrance of higher schools and universities. It is the only way for these schools and universities to enroll their students. The examinations made teachers and students much trouble, and until now, the solution of alleviating burdens does not find. The paper suggests to restrict the exam-oriented education in the courses of exam area, i.e., these courses are taught in grade three and tested in the entrance exams, and the other courses can apply the reaching standard exam. For the purpose, we should establish the standards for these courses, and the fundamental work is to set up an open academic standard test item bank.
