摘  要:目的:探索构建公立医院临床科室绩效考核指标体系,为公立医院科室层面的绩效管理提供借鉴参考。方法:采用文献分析法、德尔菲法、头脑风暴法、鱼骨图分析法等分析方法,确定公立医院利益相关者及诉求,基于诉求确定公立医院科室层绩效考核指标体系。结论:确定了公立医院的利益相关者及主要诉求,明确了公立医院临床科室绩效考核指标体系。公立医院临床科室绩效考核指标需要坚持公益性和医院可持续发展的原则,综合考虑了政府、患者、医院三方的诉求,坚持分层分类原则,建立量化科学的指标体系。Objective To explore and construct the performance appraisal index system in clinical department of public hospi tals and to provide reference for performance management in departments of public hospitals. Methods The methods including literature analysis, Delphi method, brainstorming method and fishbone diagram analysis were used to determine the stakeholders in public hospitals and their demands, then performance evaluation index system was set up based on demands. Conclusions The stakeholders of public hospitals and the main demands were identified for the establishment of performance appraisal index sys- tem in clinical department of public hospitals. The principles of public welfare and sustainable development of hospitals should be adhered to and the demands of the authority, patients and hospitals should be taken into consideration to set up a quantitative and scientific index system based on stratified and classified principles.
