摘　　要：经济新常态时期，必须创新现代职业教育治理体系，消解职业教育人才供给的结构性矛盾和经费投入的绩效性矛盾。首先，深化中央部门顶层合作机制改革，同步优化产业和职业教育结构，强化政府宏观治理能力；其次，深化国家收入分配制度改革，尽快完善职业教育制度、法律和标准体系，解决职业教育深层矛盾；最后，提高财政投入的杠杆效应，推进资源和要素有序流动，激活职业教育在国际债务和国际产能等合作方面的潜力，保障职业教育健康发展。In the background of the new normal of china＇s economy, it is that the administration system of the modern technical and vocational education and training （hereafter as MTVET） administration system has to be innovated, in order to eliminate the TVET＇s structural contradiction of talent supply and the performance contradictions of financial investment. Firstly, the government central departments should deepen the reform of the top-level cooperation mechanism among each other, and synchronously optimize the structure of industries and TVET, so as to strengthen the government macro administration competency; secondly, the reform of national income distribution institution and policy should be intensified, to improve the TVET＇s institution, legal and standard system as soon as possible, and solve the TVET＇s deep eontradictions~ finally, the finance investment leverage effect should be improved, for the purpose of promoting TVET＇ s resources and elements to exchange orderly, and activating the TVET＇s potential in the international cooperation such as the international debt and the production capacity, etc., to ensure that the TVET could develop healthily.
