政府公共财政须对非营利性民办高校提供资助——基于高等教育成本分担理论视角

摘　　要：非营利性民办高校肩负着向社会提供高等教育服务和产品的重任,自觉履行社会公共职能。高等教育成本分担理论认为,高等教育的办学成本应由政府、学生及其家长、私人和企业共同分担。非营利性民办高等教育的准公共性和社会公益性决定了政府是最大的受益者,因而政府应是非营利性民办高等教育成本的主要分担者。非营利性民办高等教育的可持续发展,离不开政府对其办学成本的分担,即给予一定的公共财政资助。政府公共财政对非营利性民办高校提供必要的资助就是与其共同分担办学成本的具体体现。Non-profit private universities are undertaking the mission of providing higher education services and products.The notion of higher education cost sharing holds that the cost of higher education should be shared between the government,students and their parents,individuals and enterprises.The quasi public and social welfare of non-profit private higher education determines that the government is the biggest beneficiary.Therefore,the government should share its cost.Its sustainable development relies on the public financial aid to some degree.In providing the necessary funding,the government is sharing the education cost with the non-profit private universities.
