摘  要:在核心素养培育背景下,对政策标准研制过程进行回顾,通过对美国颁布的《共同核心州立标准》的研制背景、宗旨、组织架构和研制流程的研究,归纳了该标准研制的发展性、公平性、全纳性和高标准性四个原则,得出该标准的研制意图是解决学生获得成功机会不平等、教育质量和标准研制过程不统一的问题,通过全美总动员,确保每个学生都拥有他们成功所需要的知识和技能,接受最好的教育,使美国在全球化竞争中处于优势。该研究对于开展基于核心素养的课程标准制定过程具有启示意义。The article explored the background, aims, the organizational structure and the process of the development of Com- mon Core State Standards and summarized 4 principles, namely development, fairness, inclusion and high-standard, which were used in creating the Common Core State Standards. From the review, we can conclude that the purpose of creating the Standards was to solve the unfair opportunities of students enjoying being successful in K- 12 education, unbalanced standard development process among different states in the U.S. and the poor academic achievement of the students in international tests, such as PISA or TIMSS. By involving almost every American in the Standard development activities, the educators wanted to ensure that the students could gain their necessary knowledge and skills to continue their further education in colleges or work successfully after graduation, and Ameri- can students could enjoy their superiority in competing with others in the world.
