民族地区人才队伍建设的新思路——费孝通先生关于甘南藏区民族教育理念的实践

摘　　要：1985年费孝通先生在甘南考察时指出,甘南藏区地处藏汉接触的前哨,独特的自然景观和民族风情相映成辉。但由于技术、资金和人才资源的严重不足严重制约了甘南经济社会的发展。为此,必须大力培养和引进人才,通过创办地方师范院校、用优惠政策引进和留住外地人才、联合办学等方式,解决了当地人才不足的问题。30多年来的教育实践证明,这一理念对促进甘肃藏区乃至全国民族地区人才队伍建设具有重要的指导意义。Mr Fei Xiaotong pointed out that Gannan tibetan area located in the outpost of Chinese- tibetan contacting areas, the characteristic natural landscape and ethnic customs mingled with each other when he investigated the area in 1985. However, because of a shortage of technology and capital, a serious lacking of talent resources became the bottleneck of restricting the development of economy and society in Gannan, therefore, They must cultivate and the introduce the talents. Through establishing local normal schools, introducing and retaining the ecdemic talents with preferential policies,running schools unitedly and so on, they gradually solve the problem of the lack of local talents. Over 30 years of educational practice has proved that the idea has important directive meaning to promote the construction of the talent team in ethnic regions.
