摘 要:英国有着悠久的职前教师教育历史,也形成了独特的职前教师教育质量保证体系。该体系目前确实在为英国的职前教师教育质量保驾护航,但在指导理念、认证、招生录取标准和教师专业标准等要素上却存在一些不足。同时,就整体而言,该体系更多强调外部各种质保措施,但忽视了更具决定性的、职前教师教育机构内部的、"草根性"质保举措。因此,本文认为,要从根本上去管理职前教师教育质量,英国必须重视决定性的内部质量保证措施;英国的职前教师教育质量管理体系也需要从质量保证走向质量文化。The United Kingdom (UK) has a long history of initial teacher education ( ITE), and has formulated its unique quality assurance system (QAS) for ITE. No doubt, currently, the QAS has helped to guarantee the quality of the UK' s ITE to a great extent. However, there are some weaknesses for the system in terms of its guiding ideology, accreditation, admission standards and teachers' standards. Meanwhile, the system as a whole has paid more attention to the external quality assurance initiatives, and therefore ignored the internal grass-root quality assurance actions that have actually played a more decisive role in this field. This paper therefore argues that to fundamentally manage the quality of ITE, the UK needs to pay attention to the decisive internal quality assurance initiatives undertaken by ITE providers, and the quality management system of British ITE will need to engage a shift from quality assurance to quality culture.
