高等教育评估的价值转向、模式变革与效用优化——基于美、英、荷、法等国的经验

摘　　要：客观性、公正性和效用性既是高等教育评估的逻辑起点,也是高等教育评估的价值保障。近年来,美、英、荷、法等国高等教育评估呈现出生本性与发展性的价值转向,多元参与与协同治理的模式变革,提升效益与差异发展的效用优化。在借鉴与反思的基础上,我国高等教育评估需要坚持以生为本的评估取向,遵循高等教育的本体价值;树立绩效自主的评估原则,尊重高校差异发展与特色发展;建立主体自觉的评估导向,提升高校的质量自觉;积极培育多元参与的评估体系,发挥结构性评估优势;健全监督问责的元评估建设,保障评估的科学性、客观性和公信力,从而推进高等教育评估体系化和高等教育治理现代化。Objectivity, impartiality and utility are not only the logical starting point of higher education evaluation, but also the value of higher education evaluation. In recent years, the higher education evaluation presented the value diversion on student-based and development, model reform on multivariate participation and cooperative governance and utility optimization on promotion effect and differential development in the United States, Britain, the Netherlands, France and other countries. Chinese higher education evaluation need to adhere to standard of students＇ development, set up the principle of performance, conscious guidance, participatory evaluation system and supervision and accountability mechanism to realize Chinese higher education evaluation governance modernization.
