摘 要:2015年4月,联合国教科文组织(UNESCO)发布题为《中等教育与高等教育衔接——亚太地区案例研究》的报告,从中等教育和高等教育衔接的角度考察了亚太各国和地区的高校招生制度。亚太各国和地区综合采用赋予高校招生自主权、优化招生目标、招生依据多元化、拓宽招生渠道、革新招生过程等增进招生制度多样化和弹性化的举措,不仅从数量上促使更多的学生实现了从中等教育到高等教育的过渡,而且还通过提高学生性向与专业性能的匹配度改进了衔接质量。但是,由于改革所处阶段以及地区固有的文化传统,招生制度运行机制不健全、多样性与统一性的张力、传统招考制度的强势惯性等阻碍着招生制度衔接功能的进一步发挥。后续改革中,各国针对上述问题提出了对策。UNESCO Report The Transition from Secondary Education to Higher Education : Case Study from Asia and the Pacific investigates the admission system in Asia and the Pacific countries from the perspective of Secondary Education and Post-secondary Education Articulation. Through analysis of the report, granting more autonomy to university, optimizing admission targets, diversifying admission criteria; broadening admission channels, reforming admission process are adopted in admission system reform, which not only have increased the number of students articulated to post-secondary education, but also have promoted the articulation quality. However, there still exist some problems which have hindered the transition process, such as the imperfect operation mechanisms, the stress and confusion brought by diversity, academic achievement is still the main criteria in college enrolment and so on. In subsequent reform, the Asia and the Pacific will devote to explore countermeasures to solve the above problems.
