转型背景下公办普通高校非学历继续教育的发展路径思考

摘　　要：普通高校非学历继续教育经历10余年快速发展,在经济社会转型这一大背景下,面临内生发展道路新选择。国内教育培训市场尚未构建起完善的监管体系和良好的办学秩序,在利益驱动下,非学历继续教育市场存在鱼龙混杂的现象。随着国家各项改革的深化和经济社会转型的推进,非学历继续教育所处生态环境也在发生变化,关于继续教育转型的讨论也很热烈。本文在对同行相关研究成果学习、借鉴的基础上,将研究的焦点聚焦于公办普通高校开展的非学历继续教育,分析讨论普通高校非学历继续教育转型之前及转型过程中的状况、内外部环境发生的变化以及面临的挑战和瓶颈。在反思普通高校开展非学历继续教育的"初心"、发展道路及模式的同时,试图探索非学历继续教育在转型背景下发展的新路径。Recent ten years saw the rapid development of non-degree continuing higher education,which now faces new opportunities and challenges for its future development under the circumstance of soci-and-economic transition.With the lack of complete supervisory system and orderly environment in domestic educational training market,the eco-system of continuing education is changing.Based on the related documents and references,this article studies the status quo of the transition,challenges and bottleneck of non-degree continuing education in public-funded higher educational institutions,trying to explore new ways for the future development of non-degree continuing education.
