高职院校技术转移的瓶颈与对策——以江苏地区为例

摘　　要：高职院校因为其自身科研能力的限制,导致多年来其技术转移成功率不高。通过对江苏地区8所高职院校的考察调研,发现其技术转移活动存在校企双方利益诉求有冲突、中介机构权责不清、外部环境保障不健全、缺少连接企业与市场的专业平台、技术转移资金投入严重不足等瓶颈制约,需要尽快制定技术转移的专门法规,健全外部环境保障措施,搭建多层次的科技成果交流服务平台,规范中介机构市场建设等以突破发展障碍。Because of the limitation of its own scientific research ability, the success rate of technology transfer of higher vocational colleges is not high for many years. Based on the investigation to g vocational colleges in Jiangsu region, it is found, there exist bottlenecks in technology transfer activities, such as interests conflict between school and enterprise, unclear rights and responsibilities of intermediary institutions, imperfect external environment protection, the lack of the professional platform connecting enterprise and market, and the shortage of capital investment in technology transfer. Therefore, it is necessary to issue the special legislation toward technology transfer, improve the external environment security measures, set up multi-level communication service platform of scientific and technological achievements, and regulate construction of intermediary market.
