摘 要:为应对技能人才短缺,我国及时颁布了企业新型学徒制试点方案。该方案从前提保障、费用投入、合作协调等方面构建了运行机制,但依然存在不足:政府补贴机制不合理、企业投入风险较大和专业机构职责缺位。基于对企业和年轻人参与学徒制培训的动机分析,新型学徒制试点方案应做如下改进:完善投入机制,给企业减负的同时调动培训学校的积极性;扩大试点范围,形成"高培训率——高留任率"均衡;健全专业机构功能,降低各利益方的预期风险。In order to deal with the shortage of skilled talents, China has promulgated the new-type apprenticeship pilot program in time. According to the program, the premise conditions are emphasized, investment and coordination mechanisms have been established. However, there are still several deficiencies: unreasonable government subsidy mechanism, risky enterprise investment and vacancy of professional institutions. Based on the analysis of participation motivation of enterprises and young people, it recommends the pilot program should be improved as follows: improving the investment mechanism to alleviate the burden of enterprises and mobilize the enthusiasm of training schools at the same time; expanding the scope of the pilot program to form a "high-training, high-retention" equilibrium; perfecting the functions of professional institutions to reduce future risks of stakeholders.
