摘　　要：2016年11月,"构建终身学习立交桥和学分银行系统学术论坛"在江苏南京举行。论坛主题报告主要对当前学分银行和资格框架的构建与发展进程作了详细的阐释与解读,包含三个方面:资格框架与学分银行建设战略规划与立法保障、资格框架与学分银行运行机制建设进程、资格框架与学分银行电子化信息平台构建。本次会议对我国当前学分银行建设的启示是:由政府来主导和牵引;立法先行;科学设计资格框架与学分互认与转换的标准;合作共建;建立严格的质量保障体系;融入新兴技术和加强需求分析;分步实施、逐步推行。In November of 2016, Conference on Establishing a Lifelong Learning Framework and Credit Transfer System was held in Jiansu province, with 200 representatives attended this conference. The keynote speaker explained and elucidated the process of construction and development of Credit Bank and Qualification Framework（QF） including strategic planning and legislative assurance, running system process and electronic information platform construction. The enlightenments for construction of our Credit Bank are as follows： government-driven; legislation going first; well-designed QF and credit transfer and standard; cooperation and co-founding; quality assurance system; integration of new technologies and demanding analysis; exerting step by step.
