摘　　要：潘懋元先生对于高等职业教育进行了大量指引性研究。他从实践问题出发,指出高职学生也是大学生,职业教育乃平民学生"命运之所系",因此,职教政策应基于高职学生的特点和实际来制定;从国际趋势以及教育内外部关系规律出发,指出升级职业教育重心是经济社会发展的必然要求,高职教育是中国高等教育地方化的主要力量;并率先提出高等职业教育是"类型"而非"层次",新建本科院校应定位于职业本科,提出建立职业教育独立体系是中国特色职业教育发展道路的基本选择。其基本思想和主要观点,对于今天建立现代职业教育体系、转型高校的发展、高职院校服务区域经济社会发展、服务学生全面发展能力的提升等,有着积极指导意义。Professor Pan Maoyuan had pointed out that since the students in higher vocational institutes are also college students and the vocational education will change the destiny of civilian students, so the policy of higher vocational education should base on the characteristics of vocational students and reality. According to the international tendency and the needs of developing of society and economy, he also pointed out the importance of raising the focus form middle vocational education to higher vocational education. He had proposed that higher vocational education is a ＂Style＂ but not a ＂Level＂ and whether the newly-built university could orientate on vocational education or not will impact the establishment of vocational system of China. His mainly points and ideas have been tested in the practice of vocational education and have good implications to the main challenges of vocational education today..
