摘　　要：英国于2015年10月1日正式启用了最新的资格框架——规范资格框架(RQF,Regulated Qualifications Framework)。这既是对国家资格框架(NQF)和资格与学分框架(QCF)的继承与发展,即保留主体结构、简化内容要素,坚持在线运行、引入全程动态监管,继承共享平台、提升共享质量,同时又彰显了注重柔性衔接、突出内部优化、强调持久发展的特点。不仅为英国国家资格制度建设奠定了良好基础,也对我国国家资格框架的建立、各类资格证书的管理以及职业资格证书制度的完善具有借鉴意义。The latest competency framework, the normative Qualification Framework（RQF, Regulated, Qualifications, Framework）,was officially adopted on October 1, 2015. This is the National Qualification Framework（NQF） and the qualifications and Credit Framework（QCF） of inheritance and development, which retain the main structure, simplify content elements, adhere to the online operation, introduce the whole dynamic supervision, inherit and share platform, enhance the sharing of quality, but also shows the characteristics of focusing on cohesion, highlighting the internal optimization, emphasizing sustainable development. It not only lays a good foundation for the construction of the British national qualification system, but also has reference for the establishment of the national qualification framework, the management of all kinds of qualification certificates and the perfection of the vocational qualification certificate system.
