摘  要:经济的全球化浪潮使东西方国家的社会结构发生了深刻变化,各个国家都开始着力通过终身学习以帮助国民应对全球化所带来的生活挑战,这也是学习型城市建设的直接动因。笔者对上海市、北京市、台北市、斯旺西市、格拉斯哥市(英国苏格兰)、科克市(爱尔兰)等六座城市建设学习型城市的规划和策略的特点进行分析比较后,发现了其共性和不同。本文基于东京或日本的视角,描述了全球化的浪潮所带来的新的可能性,并尝试构建新型社会模式,即,将全民作为社会主角的社会模式。The time of an industrialized society based on mass production and mass consumption has passed.At present,we cannot avoid the arrival of a constantly-changing hyper consumption society or this wave of globalization.In this society,"learning" has gradually replaced"education,promoting the growth of individuality in each person and diversification in societal values.Many cities in the world are trying to adopt lifelong learning plans and strategies to address the unsettling of individual’s sense of existence and the social instability that globalization caused,turning negative conditions into an advantage and seeking a survival that is sustainable.The approach that almost all of these cities have adopted is a top-down approach.Tokyo is also one of the cities facing the challenge of globalization,and has its own problems that other globalizing cities have not had.Tokyo or Japan has already been the hyper aged and low birthrate society causing population reduction.From the usual top-down approach,this society seems to be filled with pessimism.But if we view these problems according to a bottom-up approach,we can turn them into an advantage by building a society full of possibilities by letting social transformations create new social models and grassroots residents become the main actors of society.In this society,people can organize many kinds of small living communities,and organize a daily living community constituted from multi-layered living spaces.Moreover,in this community,people can create new economies based on the production and circulation of intangible values.Each resident and other residents recognize their own living situation,solve their own problems in life,do not rely on government agencies and actions,autonomously self-govern their grassroots community,alleviate the burden on society,and create a society in which all the people become the full members of the society.This cycle is the new concept of "learning".A society in which each resident lives this type of"learning"life process i
