摘　　要：自20世纪90年代以来,北欧国家大力发展卓越研究计划,以推动科研水平提升和一流大学建设。丹麦的"大学研究投资资本计划"、芬兰和挪威的"卓越研究中心计划"以及瑞典的"林奈环境建设计划"主要面向高校。这些项目针对有巨大潜力的学科,采取长周期风险投资理念。投入经费不仅来自政府与高校配套拨款,还吸纳了国内外多元主体支持。资金配置采用整体拨款,并配合绩效评价机制,有力提升了卓越计划投入产出的效率。Since the 1990s, the Nordic countries have developed research excellence initiatives in order to promote scientific research and build world-class universities. The UNIK in Denmark, COE in Finland, Centres of Excellence in Norway, and the Linnaeus Environments in Sweden are excellence initiatives mainly face to universities. These projects adopt long-term risk investment model, focusing on the disciplines with great potential. The funding for the COEs not only comes from the government and university, but also from domestic and international entities. Block grant and performance assessments are used as the allocating mechanisms, which have improved the input efficiency of the excellence initiatives. The input model of the university excellence initiatives in the Nordic countries provides policy implications for building the first-class disciplines in China.
