发展我国民族聚居地区特殊教育的构想

摘　　要：民族聚居地区残疾的高流行率与特殊教育极为滞后的发展所形成的鲜明对比 ,已在一定程度上影响了我国少数民族的人口素质。发展民族聚居地区的特殊教育具有重大的现实意义。虽然我国民族聚居地区发展特殊教育事业面临着许多困难 ,存在诸多不利因素 ,但是只要更新观念 ,提高认识 ,加大执法力度 ,多渠道筹集办学资金 ,并且因地制宜地走“随班就读”的办学路子 。According to statistics, the prevalence rate of handicap is somewhat higher whilst the education situation is much backward in ethnic group inhabitation area than those in other areas. This condition has, to some extent, placed negative influences on the promotion of population quality in that area. Therefore, it's of great importance to develop special education. In this article, the barriers and difficulties that hinder the development of special education are analyzed in four aspects, and the measures to promote the special education situation are recommended and discussed.
