南非大学开放教育资源战略评析

摘　　要：在信息技术迅速发展的时代背景下,为巩固自身作为非洲最大开放远程学习机构的地位,南非大学提出了《开放教育资源战略2014-2016》。该战略遵循了非洲化、资源开放、高价值规范、毕业生素质提升、社会公正公平、以学生为中心等原则。该战略的重点领域是发展知识产权管理体系,建立开放许可框架,系统整合开放教育资源,促进全球资源库的建立,评估与审核相关政策。该战略取得了一定的成效,其关注知识体系的建设、重视资源的可持续发展、秉承"开放"和"国际化"的理念等措施对我国开放教育资源建设具有一定的启示意义。Information and communication technologies＇ development have disrupted the facilitation of teaching and learning. UNISA responds to this changing context by announcing Open Education Resources（ OER）Strategy 2014-2016,to further play a leadership role as the biggest institute of Open Distance Learning in Africa. Following the principles of Africanization,openness,values of high standards,social justice and fairness,and student centeredness,the strategic priorities are： Development of an effective management system for intellectual property; Establishment of an open licensing framework; Creatment of open teaching environment; Contribution to the global OER repository of resources; Evaluation and review of OER policies. The strategy has unique characteristic,including focusing on knowledge system,paying more attention to sustainable development of OER,which has the certain model significance to our country＇s OER construction.
