摘 要:加拿大在教材开发主体和类型、审批规程和标准、选用权限等关键环节的政策制定和实施上具有鲜明特点和成熟经验,值得学习和借鉴。应以我国文化、教育发展实际和发展理念,从构建教材管理新模式、改进和完善教材管理办法和评审标准、保护教材著作权、试行教材租用等方面改进和完善我国教材建设,以保障教材建设可持续、高质量、健康发展,满足创新人才培养的需要。Under the background of global education development and curriculum reform, most of countries are giving more priority on the construction and management of teaching materials. Through field study and in-depth analysis, it is found that Canada has distinct characteristics and mature experiences in policy making and implementation of key aspects such as the subject and type of teaching materials development, approval procedures and standards, as well as the selection authority, which are well worth learning. Based on the development situation of local culture and education and the development concept, strategies and suggestions are put forward to improve and optimize China's teaching materials management by setting up new management pattern of teaching materials, improving administrative measures and evaluation standards, protecting copy rights, and trying out the textbooks rental programs. These will ensure a sustained, high-qualified and healthy development of teaching materials construction to meet the needs of innovative talents training in China.
