摘 要:城乡教师交流政策是统筹城乡教育均衡、充分发展的制度红利。城乡教师交流政策的价值取向明确:指向公平、原则公平及制度公平。完善城乡教师交流政策,推进政策落实,须坚持城乡教育统筹发展的公平性原则,强化教育政策设计过程中的程序民主,提高教育政策执行情境的实践适应性,尊重教师的个体意愿与内在发展动机,建立城乡教师顶岗置换交流培训服务体系。The teachers' exchange policy between urban and rural areas is an advanced system which tries to promote the balanced and abundant development of urban and rural education. The value orientation of teachers' exchange policy between urban and rural areas is clearly confirmed as the pursuit of objective fairness, principle fairness and system fairness. To perfect and realize the teachers' exchange policy of urban and rural areas, we should stick to the principle of fairness in the overall development of urban and rural areas, strengthen procedural justice during the policy design progress, improve the adaptability of policy practice, respect teacher's individual willingness and internal development motivation, and establish an exchange training service system for the replacement of urban and rural teachers.
