摘 要:以人事、劳动和分配制度的改革与创新为突破口,实现企业内部管理人员能上能下、员工能进能出、收入能增能减,是新一轮国企改革的重点要求。本文从现代企业人力资源管理的角度,分析当前国企三项制度改革现状及影响因素,结合新一轮国企改革的总体目标,构建"以人为本"的三项制度改革创新模式,并从市场化、制度化、机制化三个方面,提出国企三项制度改革的对策。The most important requirement of new turn state - owned enterprise reform is to realize flexible staffsystem and flexible income system with personnel, labor and distribution systems as breakthrough. Starting frommodern enterprise human resource management, this paper analyzes the present situation of the three institutional reform of state - owned enterprises and the influencing factors. Based on the general objectives of the new turn state -owned enterprises reform, this paper attempts to construct human - based reform innovation mode for three institution, furthermore, puts forward countermeasures from the aspects of marketization, institutionalization.
