摘  要:"一带一路"倡议是新时代我国全面对外开放格局的重要组成部分,给我国教育对外开放带来了深刻影响。来华留学生教育承担着服务国家对外发展战略的时代使命,在"一带一路"倡议下被赋予了服务国家对外关系和国际战略、为企业的海外发展提供人才支持、推动高等教育实现国际化发展的新使命。然而,当前我国来华留学生教育仍然面临着培养结构不尽合理、生源匮乏、人才培养能力不足、社会支持环境不成熟、安全压力增大、国际竞争日趋激烈等严峻挑战。在此情况下,我国应当充分认识到来华留学生教育的公共性,采取参与、互动、协同的教育治理思路,以公共政策为主导,在加强规划和政策引导、改善生源状况、推动教育和产业相结合、提高人才培养质量等方面采取问题导向、路径明确、现实可行的因应对策。The Belt and Road(BR)Initiative is an important part of China′s opening up strategy in the new era,and also has a profound impact on the opening up of China′s education.Since its establishment,the international student education has been undertaking the mission of serving the country in the international strategy.Under the BR Initiative,its mission has been enriched with serving the country in the diplomatic relations and international development,providing human resources for the overseas development of enterprises,and promoting the internationalization of higher education.However,currently the international student education is still facing some challenges,such as imbalanced structure,lack of students,inadequate education capability,weakness of social support,increased security pressure and fierce international competition.Under this circumstance,China should recognize and highlight the public goods property of the international student education,and adopt the ideas of participation,interaction and concerted education governance.The possible strategy should take the public policy as the leading factor,with problem-oriented,path-clear and practical measures,including strengthening planning and policy,developing the source of students,promoting the integration of industry and education,and developing the educational capability of HEIs.
