优质教育视野下英国学院类学校的教育政策解读

摘　　要：英国的学院类学校最早建立于2002年,至今走过了十几个春秋,取得了积极的成效。进入21世纪以来,虽然各届政府受到当时政治、经济、文化等诸多因素的影响,中央政府在中小学中的作用逐渐强化,地方当局的权力日渐式微,尤其是新一届保守党政府的激进转制,使中央政府控制基础教育的角色凸显,但学院类学校政策的宗旨却没有发生根本性转变,仍是为了提高中小学的教育质量,聚焦整体优质的教育,体现了其较强的连续性。以"优质"为核心支点的英国学院类学校政策,为我国中小学教育政策取向的确立提供了一定的启发。First established in 2002,British college schools have currently achieved positive results after more than 10years of development.Since the beginning of the 21st century,although governments have been affected by the political,economic,cultural and historical factors at that time and the gradually increasing role of the central government in primary and secondary education,the declining power of local authorities especially with the radical reform of the new Conservative Party government,and the highlighting role of the central government in controlling basic education,the purposes of the college school policies have not been changed fundamentally with its aims at improving the quality of education in primary and secondary schools,focusing on overall quality education,and reflecting its strong continuity.The core fulcrum of excellence in British college schools provides some inspiration for the establishment of the policy orientation of primary and secondary education in China.
