摘　　要：2017年3月,日本文部科学省颁布了新的小学数学学习指导要领,其基本思想是培养学生数学素质和能力,并在小学数学课程目标和课程内容的修订上给予充分体现。其突出特点是明确了数学素质和能力的构成要素,将数学素质和能力的培养融入课程内容,重视统计教育,充实数学活动。In March 2017, Ministry of Education, Culture, Sports, Science and Technology, Japan, has issued a new primary school mathematics study guidelines, in which the basic idea is to cultivate students＇ mathematics quality and ability and to give full expression to the goal of the primary school mathematics curriculum and the revision of curriculum content. Its outstanding characteristics include： expliciting the element of mathematical quality and the ability, integrating the training of mathematics quality and ability into the curriculum content, attaching importance to statistical education, and enriching mathematics activities.
