职业资格制度改革与职业教育的关系研究

摘　　要：分析了职业资格制度存在的问题,提出当前减少职业资格对职业教育特色发展、"双证书制度""双师型"师资队伍建设、职业培训、技能人才评价工作产生的直接影响;同时分析了职业资格制度改革在构建现代职业教育体系中的作用。应建立新的职业资格制度,设立国家职业资格目录,推行企业和行业组织自主实施技能人才评价,构建双证书融合、技能人才与专技人才互通的"立交桥"。最后提出职业院校应对职业资格制度改革的对策。This paper analyzes the problems existing in the vocational qualification system, and puts forward the direct influence of the current reduction of vocational qualification on the development of vocational education characteristics, ＂double certificate system＂, the construction of the ＂double-professional teacher＂ teaching staff, vocational training and the evaluation of skilled personnel. At the same time, it analyzes the role of the reform of vocational qualification system in constructing the modern vocational education system. A new vocational qualification system should be established, a national professional qualification catalogue should be set up, enterprises and industry organizations should independently carry out the evaluation of skilled personnel, and a ＂flyover bridge＂ should be set up for the integration of double certificates, skilled personnel and specialists.Finally, some countermeasures to the reform of vocational qualification system are put forward.
