摘　　要：如何转型发展一直是各级广播电视大学关注的焦点问题。宁波广播电视大学特色学院,尤其是网络传播学院的建设为电大转型发展趟出了一条路子。以更加开放的理念办学;进一步发展非学历继续教育;回归大学的本质,重视学科专业建设、教师队伍建设、教科研能力建设是电大转型发展的标志,网络传播学院建设就要在此三方面求得突破。在网络传播学院建设中,需要办学机制、管理体制、运行机制和人才培养机制等方面的创新。How to transform and develop has long been the focus of attention of radio and television universities at all levels. The construction of featured colleges of Ningbo Radio and TV University, especially the College of Network Communication, has made a way for the transformation and development of RTVU in the future. Running a school with a more open mind, further developing non-degree continuing education, and returning to the essence of university which attaches great importance to the construction of professional disciplines, teachers＇ development and their teaching and research capacity are the symbols of the transformation and development of RTVU. The construction of Network Communication College aims to make a breakthrough in these three aspects, which needs to further innovate in running mechanism, management system, operation mechanism and professional talents development scheme.
