摘 要:语言教育平等是语言权利的核心。中国政府一直通过制定相关政策法规致力于推进语言教育平等。近年来,民族语言教育议题已成为学术界争论的焦点,这些争论在很大程度上反映了开展语言教育法规研究的紧迫性和必要性。为此,本文基于民族教育条例文本分析,在梳理与总结中国政府促进语言教育平等立法经验的基础上,力图将法规文本置于历史发展脉络中,揭示语言教育规定发展变化中蕴含的丰富内涵和内在逻辑;并基于语言教育法规存在的问题,探讨如何认识语言教育平等和进一步完善语言教育法规。Equality in language education is the core of language rights. The Chinese government has consistently adhered to and implemented the policy of equality in language education and has built a local legal guarantee system for it. The issue of ethnic language education has become the topic of debate in academia in recent years, which greatly reflects the urgency and necessity of carrying out the study of language education laws and regulations. So, based on a text analysis of ethnic education ordinances, this article attempts to reveal the rich connotation and inherent logic contained in the development and change of language education equality laws by putting the texts in the historical development; and discusses how to improve language education laws according to existing problems.
