摘 要:我国高校"对口支援"政策是一项促进区域高等教育公平的具有中国特色的教育政策,从2001年实施至今取得了明显的成效:初步构建了高校"对口支援"的网络体系,促使一批西部高校得到较快发展,西部受援高校的师资队伍建设、人才培养、学科建设、科研能力和管理能力明显得到提升。但也存在诸如政治动员效力不足、忽视市场机制的作用以及缺乏问责与评估机制等问题。在推进区域高等教育公平的过程中,我国需要继续完善与优化高校"对口支援"政策。“Pairing assistance”in Chinese colleges and universities is an educational policy with Chinese characteristics to promote the equity of regional higher education,which has made great achievements since 2001.Enactment of this policy has led to a preliminary construction of a network of“pairing assistance”in colleges and universities,facilitated a rapid development of a number of colleges and universities in Western China,and an improvement of teaching staff,personnel training,discipline construction,scientific research ability,and management capacity of the assisted colleges and universities in Western China.However,problems also arose,such as less efficient political mobilization,ignoring the role of market mechanisms and lack of accountability and assessment.In the process of promoting the equity of regional higher education,it is necessary for China to continue to improve and optimize the policy of“pairing assistance”in colleges and universities.
