摘 要:当前医改政策要求"健全人力资源管理制度",这对医院人力资源管理改革提出了挑战。医院人力资源管理过程中涉及到人事部门、医务部门、科教部门等多个科室,如果没有理顺权责关系,导致分工不清晰、职责不明确、沟通不畅通,极容易出现人力资源管理的效率低下。该文将无边界组织管理理论应用于医院人力资源管理过程中,提出消除各科室之间的沟通障碍,打破边界,整合人力资源,引导各部门形成流程的观点,实现信息、技术、知识、资源的有效流通,提高医院人力资源管理的系统性和有效性,从而推进医院的整体发展。Currently,the medical reform policy requires improving the human resources management system,which puts forwards challenges for the human resources management reform,and the human resource management in the hospital involves many departments such as personnel department,medical department and scientific and education department,if the relationship is not cleared,the problems such as unclear division of labor,unclear responsibilities,unblocked communication and low efficacy occur,and the paper applies the borderless organizational management of human resources in the hospital,points out to eliminate the communication disorder among each department,breaks the border,sorts up the human resources,guides each department to form the workflow view,realizes the effective circulation of information,technology,knowledge and resources,and improves the effectiveness and systematicness of human resources management in the hospital thus promoting the holistic development of the hospitals.
