摘 要:通过问卷调查与分析发现,当前教师结构性缺编的问题主要表现在:教师结构性缺编问题具有普遍性,学科和年龄结构不合理是其主要表征;学校对此问题有深刻的认知,但缺少有效的行动。造成该问题的原因包括基础教育课程改革带来的教育重构、区域和校际教育发展不均衡带来的教师趋利性流动、人事管理机制的滞后等。要解决教师结构性缺编问题,需要系统设计,特别是要完善教师补充机制,加强教师职前教育的针对性,提升教师职后研修的延展性,建立合理的教师交流机制和区域内校际合作机制。Analysis of questionnaire surveys shows that the problem with teacher establishment deficiency can be seen in the following aspects:it is universal with the main representation of unreasonable structures of disciplines and ages;and the school has a deep understanding of the problem,but lacks effective solutions.The causes concern the educational reconstruction brought about by basic education reform,teacher’s mobility for benefits caused by imbalanced development in regional and inter-school education,and the laggingbehind system of the personnel management.To solve the problem,we need systematic designing,especially to perfect the mechanism of teacher supplementation,to strengthen teacher pre-service education,to promote their post-service expansion,and to establish a reasonable exchange mechanism for teachers and a cooperative mechanism between different schools in the region.
