摘  要:深圳市属公办幼儿园转企改革、广州市幼儿园民转公改革和广州市属机关幼儿园管理体制改革表明,广东省幼儿园在办园体制改革的实践中需要确立公办学前教育为主导的改革路径,以公办幼儿园为示范引领,政府承担起学前教育发展的主要职责,结合实际调研协调和理顺各方关系,循序渐进地解决历史遗留问题,关注教育质量内涵,并对未来发展做进一步的统筹规划,以推动学前教育事业朝着公益、普惠、均衡、优质的方向不断发展。反之,政府摒弃学前教育事业的发展职责而由市场调控的改革路径则背离了学前教育的公益普惠性和教育性,从长远看不利于学前教育事业的健康发展。The reforms of kindergartens’management system in Shenzhen and Guangzhou were analyzed in the article.It was obvious that we need to establish a reform route led by the public pre-school education and the government assumed the primary responsibility for the development of pre-school education,in order to promote the development of preschool education in the direction of public welfare,universal benefit,balance and quality.Otherwise,the government abandoned the development responsibility of preschool education and the education was regulated by the market,preschool education would deviate from its nature of public welfare,which was not conducive to the healthy development of preschool education in the long run.
