营商环境建设中的政府责任:历史逻辑、理论逻辑与实践逻辑

摘　　要：营商环境建设中的政府责任具有历史、理论和实践三重内在逻辑。从历史逻辑来看,营商环境建设中的政府责任经历了起步、拓展、调整优化和全面协同四个从混沌到清晰的发展阶段;从理论逻辑来看,作为公共产品和公共治理结果的营商环境具有非排他性、非竞争性、社会需求性以及多元性和复杂性等特征,决定了政府在营商环境建设中负有首要和主导责任。同时,从政府与市场关系的理论视角探寻营商环境政府责任的边界、内容和方式;从实践逻辑来看,营商环境建设中的政府责任包括从顶层设计到地方政策落地的自上而下的实践逻辑、从地方政府改革试点到中央政府总结推广自下而上的实践逻辑以及地区间对标先进的横向实践逻辑。The government responsibility in the business environment construction has triple logics of history,theory and practice.From the perspective of historical logic,the government responsibility in the business environment construction has gone through four stages from chaos to clarity:starting,expanding,adjusting and optimizing,and comprehensively coordinating.From the point of theoretical logic,the business environment,as a public product and the result of public governance,is characterized by non-exclusivity,non-competitiveness,social demand,diversity and complexity,which determines that the government has the primary and leading responsibility in the business environment construction.At the same time,based on the theoretical perspective of the relationship between government and market,the paper explores the boundary content and mode of government responsibility of business environment;From the viewpoint of practical logic,government responsibilities in the construction of business environment include top-down practical logic from the top-level design to the implementation of local policies,from the pilot reform of local governments to the summary and promotion of bottom-up practical logic by the central government and the advanced horizontal practical logic of inter-regional benchmarking.
