教育经费收入的差距到底有多大?——基于1608所地方普通高校的多元指数分解研究

摘　　要：以2014年全国31个省市1608所地方普通高校为研究对象,运用基尼系数、泰尔指数及其分解方法,对地方普通高校教育经费收入水平和结构差异进行横向和纵向分解,以深入分析地方普通高校教育经费来源结构和收入水平的差异现状。研究发现:地方普通高校生均教育经费收入的总体基尼系数为0.747,其中,生均财政预算教育经费对总体差异的贡献率为85.03%,是引起地方普通高校教育经费收入差异的主要来源;地方普通高校教育经费收入水平在各地区的分布呈现"中部塌陷"的现象,东部地区内部差异是影响地方普通高校教育经费收入地区差异的决定因素;地方普通高校教育经费收入的校际差异主要是由同一类型院校内部差异造成的,未体现出明显的院校类型间差异。Based on educational funds data from the 1608 local regular universities in 31 provinces,we studied the scale and the structure of the regular universities’ educational funds.We adopted decompositions model(Thiel decomposition and Gini coefficient decomposition)to analyze educational funds of local regular universities from crosswise and the longitudinal aspects.The results are suggested as follows:the Gini coefficient for annual educational funds per student is 0.747,in which public expenditure on education is up to 85.03%.Thus,the public expenditure on education is the main reason for the educational funds difference of local regular universities;"Mid China’s collapse"is the typical case of the regular universities’ educational funds.The Thiel decompositions of annual educational funds per student differences suggest that the infra-regional difference of the east mainly contribute to the overall differences;The differences between local regular universities are mainly caused by the difference in one type schools.
