摘 要:自2011年中央政府发起农村义务教育学生营养改善计划以来,覆盖范围达到了既定目标,学生营养水平和健康水平有了显著提升,带动了农村经济发展,取得了良好的社会效益。农村义务教育学生营养改善计划的投入和管理运行机制逐渐成熟,具有支撑营养改善计划长期实施的能力。建议建立营养改善计划长效机制,深化制度建设,加强相关队伍能力建设,进一步扩大社会效益,形成社会共识。The investigation results of 15 provinces indicate that, the Nutrition Improvement Program for Rural Students of Compulsory Education gained enormous social benefits, achieved the targeted goals in coverage, promoted students’ nutrition and health significantly, drove the development of rural economy since the government initiated the Program in 2011. The investment and management mechanism matured gradually, and had the capability of supporting the long term implementation of the Nutrition Improvement Program. The authors suggested the government to establish the long term mechanism of Nutrition Improvement Program, deepen the institutional building, bring the meal subsidy into the guarantee mechanism of compulsory education, strengthen the capability building of Nutrition Improvement Program staff, and form a consensus on expanding the social benefits of Nutrition Improvement Program.
