摘 要:乡村是城镇化的落脚点,乡村教育是教育发展的短板。补齐短板,乡村教师是关键。新型城镇化背景下,乡村教师队伍的生存与发展状况令人担忧。要促进乡村教师队伍的良性发展,应从队伍的内部和外部进行治理,构建起系统的乡村教师队伍治理体系。以乡村教师双重身份的回归与薪酬状况的改进为两条治理主线,兼顾师德建设和教师培训、教师补充及教师考核与评价等,由内而外地增强乡村教师职业的吸引力,解决教师队伍在来源、发展、流动等方面的问题,培育乡村教师队伍,促进教育公平。Rural development is the aim and outcome of urbanization, while the development of rural education is the key point in the modernization of education. The construction of rural teachers not only helps to improve the quality of rural education, but also promote the revitalization of rural communities. Inthe background of a new type of urbanization, the development of rural teachers is worrying. In order to promote the quality improvementof rural teachers, it is necessary to build a systematic governance system of rural teachers from the internal and external aspects. Taking the return of rural teachers' dual identity and the improvement of their salary status as the two main lines of internal and external governance, taking into account the governance of teachers' morality, training, supplement, assessment and evaluation, the attraction of rural teachers' profession can be enhanced from the inside to the outside, the problems of teachers' source, development and mobility can be solved, the rural teaching staff can be well cultivated, and the realization of educational equity can be promoted.
