摘 要:社会老龄化背景下,基层老年开放大学获得了良好的契机,但在建设中还存在功能定位不清、地区差异巨大、与老年大学同质化严重、老年人自身价值体现不足等缺陷。积极老龄化视野下,老年开放大学建设需重新考量“参与、健康、保障”三方面内容,打破传统老年教育窠臼,主动排除部门藩篱,组建区域老年教育联盟;依托电大四级办学网络,探索教育养老服务新模式;立足供给侧改革,整合线上线下老年教育资源;激发老年学员参与度,融入终身教育体系。In the context of Social aging, local open university for the elderly has gained a good opportunity, but there are still many defects in the construction, such as unclear functional positioning, huge regional differences, serious homogenization with university for the elderly, and insufficient reflection of the value of the elderly, etc. From the perspective of active-aging, the construction of local open university should reconsider the contents of “participation, health and security”, break traditional pattern of elderly education, take the initiative to break down departmental barriers and establish regional elderly education alliance. Relying on the four-level educational network of open university, we should explore a new mode of education and senior care service;based on supply-side reform, we should integrate online and offline elderly education resources;we should also stimulate senior students’ participation and integrate into a lifelong education system.
