摘 要:中国学术教育、综合教育和技术教育深层结构失衡的问题,在大学毕业生就业难中暴露无遗。解决这一问题,需要从教育综合改革的内涵入手,建立起适应市场经济的全面配置教育资源的体系结构。“一体三轨”教育体系结构,是根据市场需要,在同一体制下建立起三类教育地位完全平等,由教育部调节学校类型和专业的大体比例,学生自主选择专业类型和教育层级的体系结构:它从育人过程上实现了教育的育人与社会功能有机统一,是解决大学毕业生结构性就业难题,创建“人人皆可成才、人人尽展其才”良好育人环境的迫切需要。在现有三类教育分立、职教和综合教育层次残缺基础上,建立“一体三轨”融通体系结构,关键是要扩大综合高中规模,创建针对三类教育的升学制度,在拔尖技术教育学历升级政策上取得突破。The imbalance of the education deep structure in China among academic education, comprehensive education and technical education is unmasked in the employment of university graduates completely. To solve this problem, the connotation of the comprehensive reform is the beginning point, then establish a new model to adapt to the overall allocation of educational resources in the market economy and straighten out the relationship between the structure of Chinese education and market changes. The development education mode of one body with three tracks meets the needs of the market, in which three kinds of education have equal status in the same system, the type of school and proportion are adjusted by the Ministry of education, teachers and students choose majors freely, and which realizes the unity functionsof educating people and serving society in educated process, and which can solve the structural employment problem of university graduates and create good educational environment for everyone to be talented and showing their wit. To build the mode of one body with three tracks, based on the division of three kind of education and the level incomplete in vocational and general education, the key is to improve the comprehensive high school, preparatory in university and technical undergraduate education, and to make new breakthroughs in technology oriented creation.
