精细化管理:高职院校诊改的理念转向与路径建构

摘　　要：高职院校内部质量保证体系诊断与改进工作是提高人才培养质量、发展现代职业教育的重要任务。然而,部分院校在诊断改进中还存在观念转变不彻底、机制建设不完善、信息化建设基础差、激励机制不健全等问题。实施精细化管理是诊断改进工作的重要方向,是贯彻落实国家政策的重要抓手和国家对于人才培养的客观要求,同时也是企业对于人才培养的现实需求和高职院校自身发展的内在动力。在分析高职院校精细化管理内涵与架构的基础上,结合高职院校诊改工作,提出应转变思维,培养精细化管理人才;分解目标,贯通发展规划体系;厘清职责,合理分配工作任务;细化工作,建立规范流程系统;精准考核,构建科学考核体系;精益求精,营造现代质量文化等建议。Diagnosis and improvement of internal quality assurance system in higher vocational colleges is an important task to improve the quality of personnel training and develop modern vocational education. However,there are still some problems in the improvement of diagnosis in some universities,such as incomplete change of concept,imperfect mechanism construction,poor foundation of information construction and imperfect incentive mechanism. Implementing fine management is an important direction of diagnostic improvement,an important grasp of implementing national policies and the objective requirements of the state for talent training,as well as the actual needs of enterprises for talent training and the internal driving force for the development of higher vocational colleges. Based on the analysis of the connotation and structure of fine management in higher vocational colleges,combined with the work of diagnosis and reform in higher vocational colleges,this paper puts forward to the following suggestions: changing thinking,cultivating meticulous management talents;decomposing objectives,running through the development planning system;clarifying responsibilities,rationally assigning tasks;refining work,establishing a standardized process system;accurately assessing,building a scientific assessment system;striving for perfection and building modern quality on quantity culture.
