摘  要:优质均衡的县域基础教育信息化是实现公平而有质量教育的重要举措。该研究从优质均衡视角出发,阐述了优质均衡的县域基础教育信息化内涵与目标。该研究通过对江西省婺源县中小学校长、教师、初三学生的调查,分析了基础教育信息化政策实施、教师信息技术应用能力、中小学校长信息化领导力、初三学生信息素养等现状,并在此基础上提出了县域基础教育信息化发展策略:健全县域基础教育信息化政策保障机制、引导优质企业参与教育信息化服务供给、完善教师信息技术应用能力培训、转变学生的学习和评价方式,以期促进县域基础教育信息化优质均衡发展。High-quality and balanced county basic education informatization is an important measure to achieve fair and quality education. From the perspective of quality and balance, this paper expounds the connotation and goals of high-quality and balanced county basic education informatization. Through the survey of primary and secondary school principals, teachers and junior high school students in Wuyuan County, Jiangxi Province, the paper analyzes the implementation of basic education informatization policy, the abality of teachers’ information technology application, the informatization leadership of primary and secondary school principals, and the students’ information literacy. In order to promote the quality and balanced development of county basic education informatization, this paper puts forward the strategy of county basic education informatization development: perfecting the county basic education informatization policy guarantee mechanism, guiding the quality enterprises to participate in the education informatization service supply, improving the teacher information technology application ability training, and changing the students’ learning and evaluation methods.
