摘　　要：以“天津市百万技能人才培训福利计划”项目为例,分析在终身教育及经济社会转型升级背景下高职院校开展政府补贴职业技能培训的现实意义、特点和内容,从管理制度制定、沟通机制建立、新型培训模式创建、校企合作深化、信息化手段利用、监督指导等方面提出具体建议。Taking the “Million Skilled Personnel Training Welfare Program” project in Tianjin as an example,this paper analyzes the significance,characteristics and content of government-subsidized vocational skills training in higher vocational colleges under the background of lifelong education and economic and social transformation.It puts forward specific suggestions from formulating management system,establishing communication mechanism,creating new training modes,deepening school-enterprise cooperation,using information technology,and guiding and supervising,etc.
