摘  要:在全面依法治国的新时代,老年教育健康发展的前提是重视老年教育法规建设,而要积极推进老年教育法规建设就要先探讨一些老年教育相关的前提性重要问题,如我国老年教育的基本内涵、老年教育的管理主体,还有作为我国老年教育的主要形式老年大学内外部各主体关系、权利与义务的关系等。这些问题的明确有助于落实《老年教育发展规划》。In the new times where the rule of law is implemented comprehensively,the precondition for sound development of old-age education is to emphasize the construction of laws and regulations on old-age education,and to actively promote the construction of laws and regulations on old-age education,we should firstly discuss some important problems of preconditions related to old-age education,including the basic connotation of old-age education in China,management body of old-age education,and the relations of different subjects inside and outside the university for the elderly,as main means of old-age education in China,as well as their right-obligation relations.It is helpful to implement the Old-age Education Development Planning through explication of these problems.
