摘 要:政府的放管服赋予高职院校更大的发展空间和办学的自主权,为高职院校发展带来了良好的机遇,但同时也给高职院校治理带来了更大的挑战。在"放管服"改革背景下,部分高职院校陷入了办学失范和治理低效的困境,存在办学主体意识弱化、内部管理模式科层化、教学学术权力缺失、民主治理未形成联动、管理制度不健全等问题。为了更有效地承接政府下放的权利,高职院校需要坚持正确的政治方向、提升自身治理能力、构建多元化的治理体系、推进依法治校、加强权责约束、营造协同治理的文化氛围。The government’s reform to streamline administration, delegate powers, improve regulations and optimize services gives higher vocational colleges more space for development and autonomy in running schools, which brings good opportunities for the development of higher vocational colleges, but at the same time, it also brings greater challenges to the governance of higher vocational colleges. Under this background, some higher vocational colleges have fallen into the dilemma of running a school out of order and inefficient governance, with the problems of weakened school-running subject consciousness, hierarchical internal management mode, lack of academic power in teaching, lack of linkage in democratic governance, and imperfect management system. In order to more effectively inherit the decentralized rights of the government, higher vocational colleges need to adhere to the correct political direction, improve their own governance capacity, build a diversified governance system, promote the rule of law, strengthen the power and responsibility constraints, and create a cultural atmosphere of collaborative governance.
