摘  要:2015年以来,我国现代学徒制试点工作成效显著,但仍存在政府主导作用不明显、项目实施缺乏法律保障和制度支撑、行业作用缺失、企业主体地位虚化及职业院校现有课程体系和教学模式无法适应新型人才培养模式等问题。通过分析现代学徒制背景下的政府、学校、行业、企业等办学主体之间的关系现状,提出建立多元治理体系;建立各利益主体之间的契约关系,形成利益共同体;完善法律保障制度;建立监督管理及激励机制,平衡多元主体之间的权益,推动现代学徒制可持续发展。The pilot work of modern apprenticeship has achieved remarkable results in the past three years in China.There are also widespread problems such as the lack of the leading role of the government,the lack of legal protection and institutional support for the project implementation,the lack of the role of the industry associations.The principal position of enterprises is blurred,and current curriculum system and teaching mode in vocational colleges do not adapt to the new talent training mode too.Through analyzing the current relationship situations among the government,schools,industry associations and enterprises under the background of modern apprenticeship,this paper puts forward the establishment of multi-governance system and contractual relationship among stakeholders to form a community of interests,improve legal security system,and establish supervision management and incentive mechanism to balance the rights and interests of multiple subjects and promote the sustainable development of modern apprenticeship with these countermeasures.
