摘　　要：学分银行作为教育治理现代化的产物,学分银行章程建设是必不可少的文书,其作用具有法律效力。其设定是教育治理体系现代化的基本要求、实现自主管理的根本保障、社会参与学分银行事务的制度指引。学分银行章程要遵循依法依规、民主公开、及时更新的原则,在章程中确定学分银行目标、学分银行的管理体制和组织架构、学分银行业务范围、经费管理及修订程序等核心内容。As a product of the modernization of educational governance, the constitution construction of credit bank is an essential document, and its function has legal effect. Its establishment is the basic requirement of the modernization of educational governance system, the basic guarantee of realizing independent management and the system guidance of social participation in credit bank affairs. The constitution of credit bank should follow the principals of compliance with regulations, democracy and openness, and timely renewal, and determine the core contents in the constitution, such as the objectives of credit bank, the management system and organizational structure of credit bank, the business scope of credit bank, fund management and revision procedures.
