黑龙江省城乡义务教育公平的政府功能研究

摘　　要：高质量的义务教育是新时代经济社会发展的诉求,但现实中还存在着不公平、不规范等问题。针对黑龙江省城乡义务教育的教育起点、教育过程和教育结果的不公平,以及城乡二元结构矛盾突出、政府职责内涵界定不清和优质义务教育缺乏保障等问题,提出了增强政府宏观调控功能、优化政府配置资源功能、完善政府监督管理功能等强化黑龙江省城乡义务教育公平的政府功能策略。Compulsory education with high quality is the demand of economic and social development in the new era,but there are still some problems such as unfairness and non-standard in reality.Aiming at the problems of education starting point,education process and education result of compulsory education in urban and rural areas of Heilongjiang Province,as well as the contradiction between urban and rural dual structure,unclear definition of government duty and lack of guarantee of quality compulsory education,the paper puts forward the government function strategy of strengthening the government’s macro-control function,optimizing the government’s allocation of resources function,perfecting the government’s supervision and management function and strengthening the fairness of compulsory education in urban and rural areas of Heilongjiang Province.
