摘 要:科学而完备的评价机制是促进高等教育质量发展的前置导向力和后续推动力。对比中日两国,高等教育质量的内涵经历了相似的演变过程,表现为单一到多元的推进。日本外部制度性评价基于大学的自我评价,并关照评价对象的客观性和动态性,而我国以政府和第三方外部评价为特色的评价机制,在评价主体、评价对象和评价方法上均与日本存在较大差异。分析这些异同点,有助于优化我国高等教育质量评价机制,不断提高评价方法的灵活性和针对性,弥合高等教育发展的目标与现实之间的裂痕,促进我国高等教育的内涵式发展。The scientific and complete evaluation mechanism is the pre guidance and follow-up promotion of the quality development of higher education.Comparing the evaluation mechanism of China and Japan,the connotation of higher education quality has experienced a similar evolution,which is manifested in a single to multiple advancement.Japan’s external institutional evaluation is based on the university’s self-evaluation,taking into account the objectivity and dynamics of the evaluation objects,and continously improving the flexibility and pertinence of the evaluation methods.China’s evaluation mechanism,which is characterized by the external evaluation of the government and the third party,is quite different from Japan in the subject,object and method of evaluation.Analyzing these similarities and differences will help to optimize the evaluation mechanism of higher education’s quality in China,bridge the gap between the goal and reality of higher education development,and promote the connotative development of higher education in China.
