摘　　要：国务院颁发的《国家职业教育改革实施方案》有十大概念:即教育类型、职业教育国家标准、国家资历框架、1+X证书制度、职业技能等级证书、学分银行、职业教育培训评价组织、国家职业教育指导咨询委员会、“双随机、一公开”、国务院职业教育工作部际联席会议。十大概念蕴涵的价值意义是,职业教育地位有了质的飞跃,职业教育走上更加科学的路径,有力调动了职教双元主体的积极性,职业教育改革发展的政策保障得到有力加强。The“National Plan for Implementation of Vocational Education Reform”issued by the State Council has ten concepts that are types of education,national standards for vocational education,national qualifications framework,“1+X”certificate system,certificates of vocational skills,school credit bank,vocational education training evaluation organization,National Vocational Education Guidance Advisory Committee,“double random,one publicity”,and Inter-ministerial Conference on Vocational Education of the State Council.The value contained in the ten concepts is that the status of vocational education has made a qualitative leap,and the vocational education has embarked on a more scientific path,which has effectively mobilized the enthusiasm of dual subjects of vocational education,and the policy guarantee for the reform and development of vocational education has been strengthened.
