高职院校百万扩招政策落实中的问题与对策建议

摘　　要：高职院校扩招100万人政策落实总体顺利,取得了积极成效。但与此同时,少数省份统筹力度不够、硬件保障严重不足、教师量质极度短缺、教学组织难度加大、教育公平遭遇挑战、地方财政不堪重负等一系列困难和隐患亦不容忽视。基于2019年扩招完成情况、面临困难以及可能引发的系统性风险,建议2020年招生的基调宜确定为:总体稳定规模,局部有重点扩招,分层分类施策,加大投入资助与条件保障,改革创新确保质量。The policy of million enrollment expansion in higher vocational colleges has been implemented smoothly and achieved positive results.At the same time,a series of difficulties and hidden dangers cannot be ignored,such as the lack of overall planning in a few provinces,the serious shortage of hardware guarantee,the extreme shortage of teachers quantity and quality,the increasing difficulty of teaching organization,the challenge of education equity,and the overburden of local finance.Based on the completion of this year s enrollment expansion,difficulties faced and possible systemic risks,it is suggested that the keynote of next year s enrollment is:overall stable scale,local key enrollment expansion,layered and classified policy implementation,increased investment funding and condition guarantee,reform and innovation to ensure quality.
